I assume Andy's the type of guy to not spend his money so he probably saved up for a Rolex. Or he has been with the police department for well over 25 years. That deserves a Rolex.
My assumption, Andy was questioning him for something else so that's why he let him go. Andy will go back, the truck will still be there and the guy will be dead or vanished. The lingering shot on the open door was too eerie for the guy to just skip town. Either he was murdered by Richard or something super natural happened.
Do we know the name of the guy who owns the truck? Could it be Bing?

I think Andy is a straight arrow and can't see him being on the take. Maybe he saved a little each week, or Lucy put a little by to get a gift for him.
That particular plot line, though... I hope they get back to it soon.
