I'm basing this off of Wikipedia, so errors are a possibility, but aside from characters already apart of the first 2 seasons of Twin Peaks, there are only 24 more characters that have not yet been introduced. Of those 24 characters, most of them are musicians, which we could safely assume will be most likely featured playing at the Roadhouse. The one actor that caught my attention that is not a musician is Tim Roth. Any thoughts on who he might be? It'd be awesome if Tim Roth was the billionaire monitoring the box in NYC.
I think it's pretty clear the billionaire is Mr. C (especially after the picture of his house in Rio, which -fun fact ahead- is actually Al Capone's house in Miami).

I think it is safe to say no matter who Tim Roth plays he will be brilliant and an amazing addition to the Twin Peaks universe. I am hoping he is actually in TP and not in another location but we will probably see him pop up in Vegas

Jeffries would be a great role for him! With only 24 new characters left, it's also nice to know that at this point, the majority of the pieces are in place, and we now start to see these interesting developments congeal. The Return has exceeded my expectations in every way.
I wonder when we are going to be revisiting Matthew Lillard's character, if at all.
I joined to comment on this post. Interesting that you say 24 characters left, and at least 7 RETURNING from the series and movie. From those 7, Sylvia Horne, Audrey Horne, Big Ed Hurley, Betty Briggs, and Gersten Hayward. For some reason, this list seems very important considering the developments surrounding the Hornes and Briggs families in particular.
