The postal service may have affixed a tag informing the hotel where the key was posted from. It's the hotel's responsibility to pay the postage.
This is very significant, given how memorable a guest Special Agent Dale Cooper was, and the fact that it's very unusual for hotel keys to be returned in this manner anymore I wouldn't be surprised if Horne pays the TP police a visit...
