There was an interview posted on Twitter with the actor who plays that role. He said he has to be unaccredited because the name of the character gives away too much.

I'm enamored of the theory I read somewhere that it is the Log Lady's husband. He also resembles the lumberjack above the convenience store in FWWM (maybe mixed with a bit of the nightmare behind the dumpster in Mulholland Drive). Was he was the guy pushing the shopping cart by the Rancho Rosa sign?

Nah, but if you think about it, in real life a common hobo could be passing by like that, but in a TV episode, he is out of place the way he's all wrapped up and dark in all that heat. But the placement is still not ominous.
Do you remember in the old series, Audrey had a seamstress at One Eyed Jack's who looked like the old witch that gave Snow White the apple? I think maybe Lynch just puts in these random things as a private joke or cameos of some of the creators or something....

I think Andy spoke to 'Farmer' On that note I loved the tension created when Andy was waiting for him at 5 after 5 and then there is a cut to the door at the 'farm' which stands ajar. Rather like the picture in FWWM that the Chalfont's give Laura, it leaves so much to the imagination.
The blackened figure in the corridor, hmm, intriguing.
The way the camera moved in direction of the door reminded me also of the Fat Trailer Park scene in FWWM, with Margaret.
