Plaza sculptures and red balloons

Thanks to another poster, I just looked at the google map of the plaza outside  of Dougie's office. And, not surprisingly,  the bronze statue of the upright lawman is not there. Nor is the far stranger scupture in the background, the one that looks like a giant pile of whipped cream with red balloons attached to it.

The former makes sense, in terms of its relationship to Dougie. 

The latter? What the heck?! And note- red balloons appear elsewhere. Notably in the house across the street, where "119" junky lives with saline-eating child. There is another place noted by another poster, that I can't recal
