I feel like maybe it's another case of background weirdness for its own sake, like that kid who dances away in the school hallway in the pilot?
Definitely weird. But the first thing that stood out for me in this pic was the sign that says Rancho Rosa with the RR circled. Double RR has to be a reference to the diner somehow.

? That might be Audrey's seamstress at One-Eyed-Jack's, if you remember. Or the sister.
There are some mentally unstable homeless people. Protecting from the Sun is possible, though for example with such people what you'd find they are carrying in the cart can be things that would not be chosen by a rational person.
Well, sometiing is certainly "up" in Rancho Rosa- I suspect that the hoodesd figure is intended to reinforce that all is not as it seems there, and that all is far from well.

Teresa Banks' trailer. The woman with cold press over one eye. She wasn't in it, she looked in the door from curiosity.
Could it be this guy? DL was asked about him in interview with EW and said "keep watching"....
