Totally could be the waitress. Can't say for sure.  But I do know that was not Sheryl Lee in those woods scenes. If it was CGI, it was done poorly imho. I was wishing they would have just kept the whole thing darker so as not to make it so glaringly obvious. Which would also make good foreshadowing of the events to quickly ensue.

I thought it was Andy with a blonde wig

I think you may be on to something there.

And i think he keeps it in his picknick basket 😉

To me it looked a lot like they placed prosthetics on Sheryl Lee to make her look younger, and then made sure to shoot the scene in poor lighting before changing it to black and white. If anyone here has watched Star Trek Deep Space Nine, you could think of it as the same kind of prosthetics they used for Odo.

It seems very obvious to me that it is Sheryl Lee. Look closely when she is relatively well-lit in profile, moments before she disappears. The nose alone gives it away. (Compare to pictures of Eastwood's profile if you must, but...)

In answer an Exec producer for twin peaks admitted they used a bit of movie magic in that scene but here it seems she says only Lee was used as far as actors:

For Apollo 13 (1995), they made up Dick Cavett to re-create his show from 1970. It worked alright - as long as they shoot it so you can't look too closely, these things can be done.

I think it's cool that no one can quite tell what they did in this case (makeup, new actress, or CGI). We all know Sheryl Lee is 27 years older, so it was never going to go unnoticed that something was a little off. Whatever it is, they pulled it off well enough to at least keep us guessing.
