Not sure if anyone has posted on this. Forgive me if they did.
I've seen quite a few people talking about how amazing the CGI was to get young Sheryl Lee as Laura Palmer back into Twin Peaks or how the special effects guys made Sheryl Lee look 25 years younger, or even that Lynch had this planned for 25 years. I'm almost positive that those scenes with Cooper in the woods, all that aren't already from the Missing Pieces or FWWM, are played by the actress Francesca Eastwood, cleverly hidden in the credits only as the waitress in Texas.
Totally could be the waitress. Can't say for sure. But I do know that was not Sheryl Lee in those woods scenes. If it was CGI, it was done poorly imho. I was wishing they would have just kept the whole thing darker so as not to make it so glaringly obvious. Which would also make good foreshadowing of the events to quickly ensue.

And that was part of my frustration with this scene, a big WIG. And what you could see of her face, clearly was not Laura Palmer. Part of me wants to believe this was done intentionally for some strange David Lynch reason since he's known to be such and OCD for the details. But I'm more afraid that it WASN'T intentional since IMHO there was a lot of less than stellar camera work and writing in part 17.

It never actually occurred to me that it might be CGI until reading this thread. So really I was just acknowledging the OP's details.
Apparently Bryon Kozaczka of Twin Peaks Unwrapped saw this thread and decided it was enough confirmation that Francesca Eastwood doubled as Laura to announce it as fact on his podcast.
I'd love to know what they did here. My guess is definitely that Sheryl Lee played young Laura and it was make up or CGI that made her look younger. We know the technology exists to de-age people with CGI, and I think it's probably within the effects budget that TP had (Part 8 proved Lynch is willing to use cutting edge special effects when it serves his purpose). Martin Scorecese will apparently be using the de-aging effects quite extensively in next film which is full of elderly actors.
I find it extremely unlikely that Lynch would use anyone other than Sheryl Lee to play Laura Palmer. And at one point young Laura actually speaks.... simply not a chance that wasn't Sheryl Lee playing Laura. Lynch wouldn't even recast dead actors for key roles, he's not gong to do it with Laura when he has the great actor who is synonymous with the role play her.

Here's some better images. I'm positive it's her. And I actually just ran across an article from 2016 after the cast list was revealed saying that she looks an awful lot like Laura Palmer.
