Another way of looking at it is Lynch showing another side of Laura's abuse from Leland/Bob that hasn't been touched upon... that some mothers blame the daughters for it and hate them, instead of blaming the father/step-father/boyfriend.

If you remember back, it looked like Sarah knew Leland was drugging her but let him do it anyway.

So am I right in thinking that popular opinion about who Judy is, is split between Sarah Palmer and 'Mother'?
