Maybe, however the Coop/Jefferies/Jumping Man reoccurrences almost everytime they're face to face, the timing and electric sounds on the stairs. and the Chalfonts being mentioned at the Palmer house, leads to more than symbolism . . .
I would've thought he symbolises deception in terms of the mythological archetypes of the lodge world. I think that overlaying effect is only to highlight the time lines are warping together or changing. Judy is tricking them by creating a new timeline. She is now the dreamer, dreaming a different timeline for Laura, tricking cooper. She is killing two birds with one stone by getting rid of both copper and laura leaving them lost between worlds. Is Jeffries lost between worlds as well, he was also tricked by Judy and that overlaying happened in FWWM. I'm totally just brain waffling out loud here. I haven't a notion! Lol
