Whatever Part 18 represents- it’s not a complete destruction of The Fourth Wall into our “Real World.” It absolutely can’t be. Cooper/Richard and Laura/Carrie drive from Odessa, TX to a town Cooper/Richard believes to be Twin Peaks, WA.
They enter the town and pass the “RR Diner” on the way to the Palmer house. Not only is the diner “Twede’s Café in the real world, it is nowhere near the real home filmed as “The Palmer House.” They are approximately 55 miles and an hour and 20 minutes away from each other.
Therefore, the “location” of Part 18 may be an alternate dimension, alternate time, Black Lodge or White Lodge, but it’s definitely SOMEWHERE in our beloved Twin Peaks (Multiverse.)

Palmer House- “Real” Location is 708 33rd St, Everett, WA.
RR Diner- “Real” Location is Twede’s Cafe 137 W North Bend Way, North Bend, WA.

I am sure he does, but others have asserted that the end of 18 takes place in the "real" world, and use as evidence that the owner of the Palmer house is played by the ACTUAL owner of the house.
I agree. There is a lot more evidence that they aren't in the "real" world. Places and names. The real owner of the house doesn't even play herself. Also, Cooper's statement in the sheriff station makes no sense if that's true. " The past dictates the future. Some things will change. I hope to see all of you again." If they are in the real world then how can only SOME things in Twin Peaks change and how can he ever see them again? Cooper is clearly expecting to mess with the past, which always changes things. Then that is exactly what he does.

It's not the real world, the fact it has a fictional Lodge entity owning the Palmer house is the biggest clue, regardless of the actress. Lincoln appears in Star Trek. Stephen Hawkings in Big Bang Theory. Just because the person in the Real World who owns the house is playing the person in the TP world who owns the house, doesn't mean they are the same, otherwise there's a Sheldon, laugh track, and some very well lit apartments out in California no one is aware of.
I don't really subscribe to the "fourth wall" theory either (so I'm not going to put up too much of a fight), but I'm not sure this is an absolute deal-breaker. I can imagine Lynch giving us a sort of... blurred... version of the "real world" just because the REAL real world would be too obvious. When I first considered this theory, my dumb knee-jerk thought was that if this were so, "Richard and Linda" should've been "Kyle and Laura" - and then I had to hit myself, because I knew that's the kind of thing Lynch would never do.
For example, it's well-known trivia that the RR is really Twede's Cafe. Someone would've figured that out in about half-a-second, and presto - the code (such as it is) would be cracked. Lynch doesn't usually deal in codes you could crack. He's the guy who'd give you a jigsaw puzzle with some pieces that will never fit, or a trick Rubik's cube that can't actually be solved; then nod and smile while you try to work it out by the normal rules - forever.
Ahem. What I'm saying is, I believe Lynch could have a concept in his head (such as this "fourth wall" idea) but happily leave it sort of askew so you could never really pin it down. As everyone has now said so many times I'm getting tired of it, this is dream logic, and dreams can powerfully impart a broad idea without any traditional logic or consistency.
I don't think the show is intended to be in the real world, as in, ours. That said, I think all the events in 18 are in the real Twin Peaks world, not an alternate, nor another timeline or different dimension.
Same thing with Cooper, no matter how different he seems to be and no matter how things change around him, it's the same Cooper.
Something happened to change reality and everything in it to a greater or lesser degree.

I definitely think there have been some "winks" to the audience but the Fourth Wall hasn't been broken..
