Part of the problem is that Season 3 was sitting behind a pay wall. For the fans this was great because Lynch/Frost had so much creative control. However, many people just will, or cannot, pay just to see this show. I know a few people, who have been huge fans since the 90's, chose to opt out of paying for the subscription. They decided to purchase the Blue Ray when it comes out. Showtime just might be surprised at how many people are making the same choice. When you add in Blu Ray sells, live #'s, global ratings, streaming, etc. Who knows the numbers could turn out to be 10 times higher than what we are seeing reported.
What needs to be understood is that Showtime is not available in every country. Some countries got TPTR at a delayed showing by other providers and some had to resort to 'other means' to see the show because it wasn't available worldwide at the same time.
Showtime got an 11% increase in membership just because of their showing TPTR in one country. That's not something they will turn their nose up at, especially when future overseas sales get taken into account.
When we become a truly global society (ie - any country can subscribe to Showtime and watch it when it is released at the same time) then they will know the real impact the show had.
Meanwhile... write to Showtime and tell them how much you loved the show and that you want more!
Dear Showtime,
Please give us more Twin Peaks, because, quite frankly, the rest of your programming sucks beyond profound meaning. I can't even get my 17 year old dog which would watch paint dry to stare at the screen when I have your network on. If your program was the only option I had, I would revert back to reading books. There was a day, long ago, that I considered you an equal to HBO and far advanced to Stars and Cinemax. Now I'd pay well more than twice for their regular product than the common crap you serve up at Cafe Showtime. Please help me, help you. Please help me, help you.

Dear Showtime,
Ignore that crazy man (even if he is correct). He knoweth not what he says for he has been so very very sleepy and is suffering from sleep deprivation. He is also having an existential crisis since nobody knows if he really exists at all.
You are beautiful, intelligent, popular we all love you. Everything you do is amazing and loved.
Please bring back Twin Peaks.
Lovingly Yours,
Me
Off-topic, but I've been dealing with this same issue to watch the BBC adaptation of JK Rowling's Cormoran Strike novels. Apparently it's coming the U.S. on HBO eventually... but in this day and age, geography is such an artificial, senselessly frustrating barrier.
If the show were made available immediately, or on just a few days' delay, I'd gladly pay to stream it. I don't like skulking around the dodgy sites that stream stuff... without, um, asking first. I half-expect to contract some virus that will do to my hard drive what The Experiment did to those kids' faces in New York. I WISH TV providers would hear this message loud and clear: just make it available in a timely fashion and people who want to watch will buy it.
In this case I've read the books and know what happens, but with other productions, spoilers are also an issue. No one wants to watch a show after the major plot points have been splashed all over the internet.
At any rate... I wasn't going to wait however many months it takes to get the show over here. So, "other means" it is. In short, if you've been watching Twin Peaks that way, I feel your pain.

You can pin your letter to mine. I am game for it.
Ten trivia cred points if you spot the reference. Half that if you're a Brit:
Darling Fascist Bully Boys
Give me some more Twin Peaks, you bastards.

Well, I see 2 references. But I'm wondering if the message as a whole was intended to be the reference and I'm actually missing something.
*Edit* I just pieced it together but I had to look that up. I knew Boomshanka and I had a good inkling of "Darling Fascist Bully Boys."
My brother made me watch that show on MTV as a kid. Neal was a wuss.

"Why do you need the light on, Neil? What are you going to do, photosynthesize?"

"Hello darkness, my old friend..."
Don't know why but always liked Mike. God now I got that show in my head again.
I don't know. I simply googled "Twin Peaks: the Return ratings", and that Wikipedia page is what I got.
If you read the footnotes the data comes from Metcalf, Mitch (September 6, 2017). "UPDATED: SHOWBUZZDAILY's Top 150 Sunday Cable Originals & Network Finals: 9.3.2017". Showbuzz Daily. Retrieved September 6, 2017.
There is a link in the footnote, and the 240K number is what is called P2+ - people who are over 2 years old, which I thought was kind of funny when I read that. 🙂
I don't think they're Nielson's. But, then again, I don't know much about ratings systems. =:-O

it's actually about 3 million if you count online streaming, and this is only in the states, not counting global. Showtime made plenty of profit off of TP, esp. with the Blue Ray release coming.

Are you referring to the viewing audience for Parts 17 and 18? The premiere?
Perhaps you could link us to the source of the "3 million" figure?
Thanks!
PS: Apologies, but I missed the Bluray announcement. Have a link for that as well? Thanks very much.

No official word yet, but someone else posted about it here:

Hi Charlie,I do. 😉- /< /\ /> -
I do as well but mostly as a package deal.
I will admit that I have had Showtime in the past for Shameless, but that seems to be over now. If it isn't, it probably should be. And once upon a time, Showtime was the way to go. However, once the package deal runs out, I'm not keeping Showtime unless it's part of a new package or they show me that they are worthy of my money.
