I thought for sure he was going to have a hole in his head.
I was definitely confused by this. Similar confusion when Diane('s tulpa) was shot: not a scintilla of blood on the wall behind her.
It seemed to me to be a slapstick moment, purely for laughs, and obviously unrealistic. Otherwise Sheriff Truman should have been slumped over his desk.

What if its because it was Coopers dream and in that dream the conscious choice of Truman not dying by Evil Coop was made?

oh - well, my wife and I thought the bullet hit his hat. Interesting to see the scene seemed less straightforward to some folks!
The implication would be that the bullet hit his hat. But two things: no bullet hole and the hat should have moved in the opposite direction.
No way Mr C misses from that distance and after all, Mr C fired first.
It's even more confusing than the "3 guns" mystery at the diner (easy to account for there being three guns, but we only see Cooper grab two before heading over the the fryer).
While the 3 guns thing may have been a continuity error, I think there is a clue in the oddity of the moving hat at the station. Just too hard to believe that was a goofy oversight on their part.

Perhaps it's more evidence that the entire scene was a dream. Not very satisfying IMO, but in dreams bullets can go all slapstick.
There's a strange effect in each shooting scene this season, as well with some other regular scenes.
One of them was when Mr C shot the woman which I think was the zone searcher's wife. Her image shakes strangely.
And when Ray shoots Mr C, he shoots twice but the image shows one trigger pull, or something of that effect.
The other was when Chantal shoots the guy in the head that MR C hired, the one which was sitting in his office the entire time. Half his head is blown off like a watermelon... and the othey guy's heart gets clean open. This was just a pistol.
When Hutch and Chantal dies in the shootout when the Polish accountant shoots them with an automatic glock, it was shown as if they were shot with a heavy machine gun. And the bullet holes were too large. Again, this was just a pistol.
I don't recall any strangeness when Hutch kills the deputy warden with the sniper rifle, maybe there was.. and I don't remember any when Coop shoots the guys in Judy's.
