Looked to me that Cooper ask what year it is, Laura hears the voice and becomes so enraged that she screams and blows away the house monster almost like the Atom bomb going off in episode 8. I think a new season of Peaks is on the way.
I have been thinking this too. Watching again a few times, she looks more and more aggressive to me, rather than scared. The lights blowing out afterward her scream make it seem like that has to be caused by her. Not sure where that all leads but I like it.

Right before Coop asks what year it was, he was moving while leaning forward with his hands out like he was looking for something. On my fourth or fifth rewatch of the episode I noticed that he moves more or less exactly the same way when he was looking for the 430-mile portal after he gets out of the car with Diane. Did Cooper sense a portal in front of the Palmer house? Maybe that is what Laura's scream activated. It seems apparent that Cooper needed Diane and/or the car to enter the 430 portal since he didn't go anywhere when he stood there outside the car. So if it was Diane that was the missing piece for him to travel, perhaps he needed Laura to activate whatever this spot was supposed to do. And maybe they did and that's what the blackout and crackle signified.
Ok but i think Cooper and Laura or Richard and Carrie, they were in the other Twin peaks. Because we have two Twin Peaks. They are Twin so no Palmer house in this Twin Peaks. And also timeline is different. I don't know i think Twin Peaks in which they are in it's future!
As far as I can tell it's a -990s timeline- from the hotel, through Odessa to twin peaks- where Cooper asks what year is it- no flat screen TVs, no laptops, no CCTV cameras- all decor, lamps, phones, T s and clothing fit a 1990s timeline
I really liked the take on 'what year is it' that the EW podcast guys had.
Basically, it's not about any twist or plot point involving time travel. It's really more about what Cooper experiences in that moment. Namely, his full realization that he's lost 25 years of his life to this quest of his. He's lost friends, lost lovers, and caused great evil to be released into the world. And now it all seems to be utterly meaningless.
Of course, Laura's scream says maybe not.
