I think Jeffries got turned into a monkey by Judy. Then she put him in a kettle. Jeffries really got screwed over in this whole thing. But at least he got to be David Bowie first, so that's something. Even if he did have the worst southern accent ever.

Jeffries could simply take form of a monkey, as he took form of phonograph(of somethig) in The Return. We know that he doesn't alive, so maybe he gained some powers, or simply can posses hosts, as many other spirits.

Judy Garland?

I have absolutely no idea what this might mean, if anything, but there are at least two other monkey references in TPTR - Naido makes monkey sounds which are imitated by the drooling man and when the woodsmen appear to heal Cooper the  soundtrack is a mix of the Moonlight Sonata and monkey cries.

  - You've both astonished me, x2l2 and Waldo - The Blue Monkeys of Oz and Judy Garland!!!! - The monkey cries when The Woodsmen heal Cooper!!!! - not so sure we can definitively say that Naido's sounds are monkey-like - But this is all great stuff.  Once again we can collectively say - WTF?!
