At the end of 17, Dale has the young Laura's hand, is leading her "home" to her happy ending in. The white lodge. We hear the Sound "that is in our house now" and she is gone- we hear the same scream from when she was ripped away in part 1. 

And then Julie Cruze sings "the world spins" which we last heard when Dale was in the roadhouse as Maddie was being murdered, and the giant (as we knew him then) appears to tell him that "it is happening again". 

Laura can't be saved. St least, not so easily. Not without the far greater sacrifice, the one Laura describes to him when she whispers in his ear- a dark fate, the realization of which is our last glimpse into the world of Twin Peaks.

I've often wondered if "saving" when it comes to souls is not simply the saving of the identity, and this would verify it. You put it so very well. Laura's loss was meant to be a mercy--for her, if not for the town. Bringing her back was not a good idea. Agent Cooper is "saved" but it seems in name and form only--at the end, he's not really acting like himself. He's on the road to being someone else, but he gets to save the name (and his shoes, apparently).

Somehow I keep thinking "Fire Walk With Me" when Dale leads her through the woods. I know Bob was said to be fire, but Laura was his daughter after all.
