Now showing the scenes with Pete going fishing, and not finding a body, make sense there too. But why is Josie shown? She looks back as if shes sees the body is gone. This is immediately followed by what is widely thought to be Judy/Sarah Palmer attempting to wreck Laura's picture and Laura being taken away.

Agreed- I think it was a nice way to circle back to the beginning, but doubt there was any larger import.
Joyce Chen, as we know, floated the idea of her returning as Judy, Josie's sister, but it is clear at this point why that was a non-starter.
