If Cooper knew who Judy was (based on what Gordon said about their plan), then why didn't Mr. C, since they seemed to share memories.

Why do you think Mr.C didn't know about Judy?

They both knew of the existence of Judy.  Mr. C did not know who Judy's host was.

Consensus seems to be Sarah Palmer, but that isn't 100 percent confirmed.

If it is in Sarah, it may also have been a recent development.  Not there 25 years ago when Mr. C was "born".

I think what I'm trying to say is, Cooper knew who Judy REALLY was - the evil spirit. Mr. C asks Phillip Jeffries, "who is Judy?", as if he has no  idea who she or it is.

Your point is solid. There are very few TP plot holes. Most possible ones are prevented by ambiguity. But I think you found one.

there would be a distinct difference between

who is JUDY?

as opposed to WHO is judy?

if you listen to Mr. C, it sounds like he is asking WHO as in, who is the host, where is she residing?

Good Coop got a lot of info after his doppleganger left the lodge (which i am assuming is where Dirty Coop's memories stopped).  Cole even said he was keeping it from Albert for the past 25 years. So I believe Cooper has been talking to Briggs while in the lodge. And briggs was communicating to Cole somehow or somewhere post season 2 finale.

If Coop, Gordon, and Briggs all talked about Judy the entity then he would know about Judy.  But I don't think either of them knew where to find her.

I still think Sarah has Judy in her.  The Fireman is keeping an eye on her house.... Carrie Page's face when Cooper asks her about Sarah.... and so on.  But that's a different thread I think.

I still have questions about whether Cooper knows about Sarah and what he meant to accomplish by taking Laura home though.

Coop, Gordon and Briggs talking about Judy AFTER the good cooper/bad cooper split is what i am saying. Gordon says he was  keeping the Judy thing a secret for 25 years (that would have been after good coop entered the lodge and separated)

once bad coop left the lodge, i don't think he was sharing good coops memories or knowledge of anything post split (ie. his time in the lodge)

There are no plot holes in Twin Peaks. There are just glitches in the time space continuum.

As has been pointed out Mr. C is not asking Jeffries "Who is Judy?" because he has no knowledge of the concept of Judy/Jowday.  He is asking who is Judy literally. What person is Judy in the same way Leland was BOB. Knowledge no one seems to have. The plan Gordon speaks of is an attempt to find this out and he believes this is still on going on Cooper's part despite him being missing.

Mr C was out and about for years, and had to deduce everything for himself, or extract info from others.  Cooper, being in the Lodge/Red Room, could have been updated with all kinds of useful stuff.

No plot hole, just the camera as an unreliable narrator.
