Well, to quote William S. Burroughs, a paranoid man is someone who has a pretty clear idea of what's going on in the world.
Also Lynch's ideas after 911
He quickly stopped though
"Too big...something no one wants to think about"
Sounds familiar?

There are ways of being paranoid. One way is going to drive you crazy. Another way is more detached, makes note of patterns, presents them, but does not allow them to consume the ability to trust other humans or destroy ability to have healthy relationships or make interesting things.
I was expecting throughout the entire run of The Return that there would be some explanation for all the discrepancies in the book, and as it went along and there seemed to no concepts introduced that shed any light on it. I was beginning to doubt that there would be anything at all but I was enjoying The Return too much to worry about it. But sure enough, the final episode finally offered up a reason for it.
I do think the theory that the dossier is from the alternate timeline Coop finds himself in is possible. Laura is still dead in the dossier. Her fate remains largely unchanged, but one of the discrepancies is that Laura died when she was 18 instead of 17. (this was from one of Jacoby's reports). So maybe Cooper's failure is that complete? Not only did he fail to save Laura from the abusive situation she was in, but he ultimately failed to save her life and only extended the abuse for some time longer? Depressing thought but Twin Peaks is not afraid to leave us with some depressing thoughts.
i thought about that too. Maybe we're reading about an alterate timeline, the one we see in the end of ep.18. But in the book, Laura's dead, so Carrie Paige (or the Laura that got killed) would be a tulpa, right?
Hopefully the final dossier will offer some explaination
