I have an idea but i feel it's too early to confirm whether it is correct or not.
When Cooper wakes up in the (different) motel something has changed, the first time I saw the scene I thought he has taken the place of that Richard. So yes, Richard is another person in my current opinion. As far as Cooper's behavior in further scenes is concerned, I think the dimensional passage has mixed up something in his mind, but it's not a tulpa or doppelgänger, it's just "Dale Cooper fifty/sixty percent."

As I read it, a person is made up of three elements:
1. their name
2. their appearance
3. their story
These elements can be combined differently after specific key scenes (e.g. Cooper and Diane crossing the 430 mile line). Therefore, what we have seen in the DianeLinda/CooperRichard part could actually be a continuation of some other story line (Becky/Steven, Audrey/Charlie?) with characters called Richard and Linda portrayed by Laura Dern and Kyle MacLachlan. It happens in real life (dreams) and it has happened before in Lynch's works.
Not sure what it means, although it does provide an interesting change of perspective.

I think Richard is an amalgamation of all the versions of Coop we have seen in Season 3. I also think red-haired Diane wasn't the real Diane and was likely another doppelganger/tulpa, partially because her hair and nails were direct references to the Waiting Room, and partially because of her previous identity of Naido (Naido = Dian-o, perhaps = Diane-no).
Cooper go back in time to save Laura and after there is a mess with everybody and everything.
Cooper is now another person.
Laura is now another person.
Even Twin Peaks is another city, the Double R have lost the "RR2go" :
So the Palmer's house is now the Tremond's house.

Hey Ric - my theory unfortunately is far less flashy! I believe Coop has merged with his doppleganger following return to the Red Room. His Lodge experience and being allies with Philip Gerard/MIKE has enabled him to do this. Hence his not-entirely-good/not-entirely-evil persona in the 'dream'.
