Does episode 18 take place in the Black Lodge?

After Mr C's body dissappears the room dips to black. Eveeything becomes very non linear at this point. Cole Diane and Coop walk to the door in the basement followed by the journey to see Jeffries and ultimately try saving Laura. 

There is repetition at the beginning of 18 when we see repeats of Laura dissapearing. Twin Peaks isnt known for its insightful flashbacks. Could this be because Laura amd Cooper have passed into the Black Lodge? Especially since the Glastonbury Grove location is used when Cooper exits the Red Room.

Everything about the world in 18 seems stark and wrong. The emptyness of Judys dinner. The unspoken murder in Carrie's house. Coop/Richards awkward confusion....

I havent quite figured this theory out but think some of it makes sense.

Could the world of 18 be the world in the Black Lodge?
