Well if you recall when the sheriffs gang was at jack rabbits palace and after the white lodge experience and the part were there were several versions of each of them converging into one? If I recall there were 5 or 6 of each individual converging into one so maybe?

I interpreted the several Hawks, Briggs and Trumans walking around JRP as one of each of them at different points in time, with all eventually catching up to the "present" once Andy exited the Lodge.
