Although as someone else said, the town administration wouldn't say the sign every year, most likely every 20 years once the latest census' figures are available.
So, putting aside my nonsensical 1945 claim, I'm willing to wager Coop by the end of Part 18 is in the same year as the majority of events in the Return (2016?).
I think there are two possible answers as to why he asks what year it is:
It is not the year he expects it to be (he expected to go back in time, and he did when he first went through the 430-mile gate, but Judy is controlling the dream)
Or he realises it is 'present day' but it is not how it should be - he realises he is in the parallel dimension created by Judy.
Let's not forget also that the FBI and Sheriff's Dept. had no idea the extreme negative force was in Sarah. Judy is in hiding. Even the Fireman doesn't know.
So was Coop guided to take Carrie to the Palmer house by Judy??

Well, the city population sign says the value of 2010. I have no idea how often they update these figures in USA, but we have another reference here - fuel prices on Valero gas station.
I think it is possible to find out when they had price of this level. Then also Valero logo - they adopted this logo in 1999. So at least we know it is not earlier.

I don't think there is answer to what year it is, or that it's necessarily important. It's a device to illustrate Cooper's lack of awareness because he has been time traveling or travelling through dimensions. The Final Dossier tells us through the plot device of speculation that he, along with Phillip Jeffries, is able to move across space and time. Time is not relevant - he is occupying other worlds which can exist in the same space at any time.
For me at least I have had to change my thinking about linear time to get my head around alot of the material. Because it is clear (to me) that he is operating in a 10-dimenstional universe (at least), there are other worlds that are detached from how we measure time. But the space is the same. I believe this is why in the original series the Tremonds appear in the house that Donna serves and then afterwards have vanished. She had shifted into another dimension when she saw the Grandmother and the boy.
I completely agree, the specific year seems to be a deliberate abstract or outright subterfuge on the part of the writers/creators. Personally I'm ok with that, as a plot/story device it's well established in the Twin Peaks universe, and lends itself well to both the characters and materials presented. I just hope we get more content eventually, be it television, film, or written.
