1. Bad Coop - loved the quiet menace Kyle brought to him. You could feel aspects of Bob, but also 25 years of stirring shit up on Earth, to where he is less manic and more focused on his own survival. He's obsessive and cold. But he's much more frightened than he lets on and we finally see it during his little meltdown with Jeffries. Kyle needed the 25 years of experience in between to really make this fly.
2. Albert - Miguel Ferrer deepened Albert this year in very subtle ways. He's still got the chip on his shoulder from the original show, but now we sense his rock-solid nature and intuition. I love the scene where he confesses to Gordon how he gave Coop the information that led to the death of the Columbian FBI agent. His guilt reveals his true nature; he really cares about doing the right thing and this is a painful mistake for him. I also love him in the scene where they interrogate BadCoop in prison. The look in Albert's eyes is so conflicted and intense. Almost indescribable, but powerful. Seemingly pained but also suggesting he's really sizing up the threat, and is deeply concerned about what they're dealing with.
3. Struggling with this one. Could name a few but will have to go with Diane (by a silver hair over Janey-E). Dern is just amazing, especially in a few key scenes like when Tulpa Diane loses it, her telling off Mike in the Lodge, etc. Even the transformation to redhead Diane felt plausible, which speaks to her ability to subtly differentiate character.

Tammy gets a special mention (just try and stop me) for having a very nice bottom.
1.) Sarah (though I wish she had a bit more screen time and further character development - because Grace Zabriskie is top notch).

1.) Albert Great character, always serious but extremely funny with his onliners. "Fuck Gene Kelly , you motherf*cker". If there comes another season, i'm gonna miss him the most.
2.) Diana She's great in every scene. Those eyes, that bottom, those tasty twin peaks 😉
3.) The jumping man One of the most mysterious characters. No one knows who he is and what he does but every scene where he shows up is freaky as hell
To be fair i will not conclude Dale Cooper, Audrey and Cole because they are my 3 favorite characters in Twin Peaks universe.. but i will choose only from the new charaters from this season..
So..
1) Mr. C/ Bad Coop / Evil Cooper, call him whatever you like! Simply a badass!
2) Diane! Laura Dern is f-ing awesome! + Always i imagined Diane a woman with short hair and since we saw it for the first time in her intro i was so excited!
As for the last spot in my top3 it has to be one of the Janey-E, Tammy or Candie but no.. let them be just honorable mentions because ..
3) Dougie! for the reason, give Kyle Maclachlan all the emmys and awards!

1. Drooly gross drunk guy in jail (cuz he's gross and he torments the chad)

1. The Log Lady - Powerful performance and bittersweet. One of the anchors that kept the old TP vibe present in The Return.
2. Candie - Strange character that playfully toyed with the background character cliche.
3. Bobby Briggs - Immense payoff from original series; i.e. his father's heart-to-heart with him at Double R Diner to his father's hidden-in-the-chair message.
1. Albert - he has always been my favorite character and his Gene Kelly rant was one of my fav hilights of the season.
2. Gordon Cole - I felt like Lynch stole the show this season. Convo between him and Albert are always golden.

Dougie, Albert and Candie
I can imagine a sitcom starring the three of them with Albert tearing what little hair he has left out trying to get an intelligent conversation started.

The Carl scene with him giving the guy money and telling him not to sell his blood was my favourite scene of the series.
1. Sheryl Lee.
She wasn't in it much but it doesn't matter. The series from 1 thru 3 begins and ends with Laura Palmer, and it is her face and red room scenes I can never forget. It's her show.
2. Mr C.
Strong, cohesive, purposeful character. We don't have to ask a 1000 questions about his identity. We know who/what/ where he was. Provides the center, the focal point, before we lost all clarity at the end. Great acting.
3. Richard Horne.
I just really enjoyed all his scenes and wish he had been more integral to the story. A damaged character.
1. Albert - an easy choice. That's a lot of character for so few lines. Well done.
2. Tammy - hypnotic. I could watch her change a timing belt on mute and still be top 3.
3. Cole - dude don't rattle
Honorable Mention: Hawk - hell yeah, Medical Examiner - weekends, Dave Macklay - oh my God!
You guys remember Donna's other sister? Plays the piano (IRL too). Liked her.
Audrey: I don’t care if she’s dead, alive, in a coma, nuthouse, a Lodge spirit or a tulpa. I will always, always love this character no matter what.
Bobby Riggs: his character transformation was one of the highlights of this season.
Richard Horne: amazing performance by Eamon Farren. Really made me hate the character.
