I was asking myself the same question. BIG events must be coming to Twin Peaks on the finale since key characters are heading there...and he might play a roll from the evil side.

I thought maybe that Mr. C and Richard would sort out Red and his group, but now looks like this is going to be up to Bobby, maybe with the help of Jesse. I wonder here what Shelly will do now that she saw her role model Norma going to her true love Big Ed instead of the well dressed money man Walter. If she decides to go back to Bobby and break it off with Red, how will Red react? This may be Bobby's cue to step in and save Shelly.....interesting here because Bobby seemed to be lost in trouble after being humiliated in the diner then encountering that strange traffic jam....much like Big Ed burning that note at his gas farm after watching Walter pick up Norma at the RR diner.
Regarding characters we have not heard from in a while...What about the paranoid groundskeeper Hank Fillmore who said 'gentlemen am I free to go?', 'chip aint got no phone', etc.? He is 'Fillmore' because needs to be more assertive unlike the 'ALL' from Mr. C to Diane which is constant full assertion. He worked as maintenance man at the apartment building in Buckhorn, and last we heard he was being threatened by Harvey over some criminal deal he had going with Chip. Plus the blue rose task force is still in Buckhorn.....

I think we got something like an answer to why they are still there in this episode(aside from the fact that it has not been as much time as we imagine, maybe only a day, and they are waiting to hear about Dougie), since now we have Gordon Cole taking on the form of Dougie, with long intervals of vacant stare, and only able to say one or two words at a time, but can still read the situation by following 'feeling/intuition', shown by expressions when looking at Diane. Since that night with the 'turnip girl' and the Monica Belluschi dream about 'who is the dreamer?'; and if you combine the dream with the 'reality' here, the failure to combine made the 'dreamer' disappeared(head floating in the sky, blue rose, etc.), the results of the encounter turned Gordon into a zombie with black teeth.......
Yeah, I am expecting that Red may not take kindly if Shelly decides to follow Norma and break off relations with the new 'Leo'......
