When Mr. C. texts her with ":-) ALL", she pens him the coordinates. I thought that she had sent him coordinates prior at the hotel bar. At first I thought that this was Diane redeeming herself, having possibly sent Mr. C. the incorrect coordinates, initially (but I guess this was Albert fucking with her). I thought that he knew she'd betrayed him, and she was panicking. I was wrong. When she goes to Gordon et al., she looks down at her phone and only Mr. C.'s message is here at 4:50, not her response with the coordinates (for the second time?). I'm confused.
I'm confused too. I noticed the first text she received was at 16:32--which is awful close to 4:30 pm, but nowhere near the night hours during which we saw Mr. C and Richard.

We did see the text from Mr C originally fail to send

Something about all of this scene really frightened me. Probably the first time in the whole series I felt a true stab of freak-out.
The weird text, then the text NOT being delivered. I don't know why that bothered me. Then, most of all, Diane's terrified face when it finally did send and she saw it. Scary moment.

We know that Diane sent him earlier coordinates that lined up with what was on Ruth Davenport's arm. We know that Phillip gave him the same coordinates. Did Ray give him the different set?
Diane gave him the co-ordinates Albert showed her. They appear to have been altered.

Re: Diane, I thought she was the one who originally gave the fake coordinates based on that scene (meaning she remained loyal to Cole), but it's really hard to say. It's not even easy to determine if she had memories of being a tulpa right before that instant where she received the 'trigger' text.

How do we know that Jeffries' and Tulpa Diane's coordinates matched? Didn't we only see the first couple numbers of Jeffries' coordinates?
And those are going to match on all three sets since the trap was apparently placed very close to Twin Peaks, if we assume that Jerry didn't run hundreds of miles in the meantime. 😉
I'd say Ray and Jeffries gave him coordinates to the trap. After all, where did Ray get his set from? Jeffries, for all we know.
Diane got hers from an "outside" source, but I think she simply didn't remember them all.
That's where Mr C's message comes in. My understanding is that the word "All" coming from him gave her access to all her memory, so now she remembered everything that happened in the past as well as the complete set of numbers.
I guess Tulpa's memories can be manipulated, so until she received the message she only remembered what Mr. C allowed her to. Maybe he even used that on purpose so she wouldn't be able to give the complete coordinates to sb else.
This could also explain why she didn't want to talk about what happened the night she met Mr. C before. She simply couldn't/wasn't allowed to remember and her "I don't wanna talk about that night" was just a cover story.
