Just an added note - according to the twin peaks wiki, Jean mentioned in episode 20 that he didn't have any other brothers other than Jacques.
It made me wonder if maybe after Leland suffocated him, given that he was inhabited by BOB, a Jean Renault doppelganger was created, and here he is.

Same. I interpreted it as an allusion to black market business as usual for the living members of the Renault family.

I'd be really really really really surprised if Renault was referring to Candie, Mandie & Sandie. And I'm pretty sure the Mitchum Bros would not take kindly to a lowlife like Renault pimping out their valets.

Seemed like another bit of the telltale piss-poor destiny for women that grow up in Twin Peaks (that surfaces blatantly at the Roadhouse at the end of each episode). Honestly, have any of them made it out and done something with their lives? The ones we haven't seen (e.g. Annie, Donna) are simply forgotten.
I think it was just to let us know that human trafficking and drugs are still a way of life in Twin Peaks.

Agent Cooper and Mitchums have a party with Jean Michel hosting once they arrive in Twin Peaks? Also, we saw at the end of episode 2 that Red was already talking with Jean Michel, and Red himself seemed extensively familiar and connected in Twin Peaks when he was talking with Richard. So Jean Michel could come into play with the Shelly, Red, Bobby, Becky story-line.....
