As others have speculated, I too believe that Briggs swallowed the ring himself, to leave a clue for the authorities when he transcended the use of his body.
That would be a really vague clue but okay Major Briggs IS a man of mystery.
Do we know when, where or any details on the meeting between Major Briggs and Mr. C. ?

But he didn't find Richard, Richard found him. He was likely heading there with or without Richard right?
The convenience store exists on a different plane to ours, it allowed Richard to find bad Cooper. I'd have said he'd have been killed except he told him Audrey was his mother.
Mr. C intentionally got himself booked in Yankton, correct?
No he didn't. He crashed his car, puked up a messed-up garmonbozia and passed out. He was incarcerated because he got picked up by the police after that.
He was prepared for Yankton though if he got caught. He looked up prison plans in the room with Darya, he had dirt on the warden, and methinks the dog leg in his trunk was that of Mr Strawberry, who I think was the warden's dog; he had that leg to intimidate the warden.
Mr. C might have foreseen and prepped for a variety of circumstances.
I'm not sure about that (Mr Strawberry being the dog). You wouldn't let a dangerous criminal out of prison just for killing your dog. In fact, you'd keep them locked up.
I think Mr Strawberry was a personal thing to the warden. Something he didn't want the world to know.
But, if he knew about the warden's personal life to the extent of knowing his dog's name and killing said dog, surely it was a message that Mr. C could get to other members of the warden's family (IMHO)

That's true. It makes me wonder if the DNA connection between Agent Cooper, Bad Cooper, and (maybe) the new tulpa (Dougie2) is going to be important in the finale showdown between the good and bad Coop.
