So, tulpas are manufactured beings. Cooper asked MIKE to make another Dougie, and MIKE is in the Waiting Room, but he's helping Cooper to back in itself, since Mr. C didn't go back in.
Mr. C is/was the Doppelganger of Cooper and I assume he knew how to create a tulpa because he was at the red room, but once outside he seems tough and strong, but would he be able to create a tulpa? Or who did it? Was Diane's tulpa created at the Black Lodge, after Mr. C raped her and probably killed her? Why wouldn't MIKE created tulpas for Mr. C?

I don't think Gerard manufactured Diane, or any other tulpa. Well, he might help Cooper make a new Dougie, but that's about it.
Lynch & Frost drew some pretty straight lines indicating that Mr. C manufactured Diane.
Also, there are some who seem to now be confused about who made Dougie. Some want to think it might have been (good) Dale. Again, it's been made pretty clear that Mr. C made Dougie. And Good Cooper was trapped in the lodge in 1997, when Dougie was first made, so it couldn't have been him.
