Since the Audrey scenes now appear in fact to be some fantasy/other world business, I'm thinking Charlie is borrowed from a therapist or doctor, and "Billy" is the missing, beloved Agent Cooper.  Also, all those disconnected conversations in the booth were just dream artifacts.  Last episode's ending seems to connect more to Cooper/Dougie, but maybe it was an Audrey bit also.

IMO Audrey is so crazy, that Billy is Billy Zane.
