I was orginally going to post this in the Linda/Diane thread, but didn't want to hijack it with this long ramble about Annie.
Anyway, I wish to suggest that there could be a very logical reason why Annie hasn't been mentioned YET.
First, Annie was only a small player in the events that occurred. Consider all that was happening over the final days before Cooper vanished from Twin Peaks. From a law enforcement standpoint, there would be have been investigations spread across Annie, Rusty the drifter, Leo Johnson, the trio of Audrey/Shelly/Donna, Andrew/Pete and the bank explosion, probably other stuff I can't recall. We haven't had discussion related to most of those people/events. Why? Simply because it hasn't come up in the discussions over the handful of days we are witnessing.
Second, the person most likely to bring up Annie has only just woke up. Who else would mention Annie some 25 years after the Windom Earle events other than Dale Cooper? Norma could and may expand on her comment about having a family. I think it is more likely that one of Cooper's first stops will be the RR where he walks in and asks "Norma, how's Annie?"
Third, with regard to The Secret History we could assume that any discrepancy regarding Annie in the dossier is intended to protect her identify. Unless DoplCoop told someone that Windom Earle is dead, he is still possibly considered alive and dangerous. If he is believed alive, there would have been great care to protect the person he kidnapped and nearly killed. Until there is a focus on Earle, no one other than Cooper is likely to worry about Annie.
Finally, I assume Mark Frost would take great delight in planting major discrepancies in The Secret History that he knew would not be addressed until the final episode/s of The Return. He's had us all doubting his ability to maintain continuity, assuming that we are witnessing an Annie-free timeline, assuming that Lynch hated the Annie character and preferred to bust continuity by ignoring her, and any number of weird ideas why a major character was eliminated. I think the explanation is simpler. Based on the scripts, he would have known when "How's Annie" would be addressed and played a game with us.

It will be interesting to see because at this point she does not appear to play a major role in the return....but she was such an intrical part of the original, especially to Dale - as you say I can't imagine that NOT being a major priority for him .... to check on her whereabouts and well being. BUT then again there is Donna - and I would not have imagined a return with no mention of her whatsoever either .... so??
As I've said in another thread, she came out of the lodge/waiting room, had the ring on and possibly knew that the Cooper that came out with her isn't the real one. I'd say bad Cooper killed her the first chance he got her away from everyone.
I wouldn't be surprised if he already knows her fate. Maybe that's what Laura told him. It made him groan pretty hard.

Unless he followed suit and -I hate to even utter the word ? - raped her and then created a double and she is tucked away somewhere with Audrey and Diane. But I think the chances of us never hearing about her in the next two parts except in passing are high. I think the "family" Norma referred to was Ed after just finding out she had a new chance for that family.

Annie is the entire reason Dale entered the Red Room and got trapped for 25 years in the first place. I don't see how this isn't addressed in some manner.

The biz in TSHOTP that retcons Norma's family is very curious. That said, I hooe we find out what happened to Annie. I just don't think we'll LIKE it (if there is one thing I believe as deeply as I believe Paul is dead, it is that Annie is too, at Dale's hand, in the hospital).
I'm certain it will be addressed. Annie's message through Laura was mentioned to Cole. If Cooper and Cole meet up next week, he will mention this message to Cooper and Cooper will either ask about her or something will be inferred that he already knows about her fate. It's been 25 years so even if Annie is still alive, she would have moved on. This may be Cole's thinking.
Or we could be treated to a huge backstory involving the nurse who stole the ring and Annie's fate - but I'm not sure how they'd do that without some very clever CGI.
They said, did anyone watch Westworld? They did some really clever CGI/effects with a young Anthony Hopkins. It's possible 😀
And before someone jumps in with "OMGz, I figured it owt! Annie is Naido! There is an A and an I and and N in Annie and Naido!"

Edit - if that is the case then I will crawl into a hole and say sorry.
If Annie was Caroline's tulpa, it would be a convenient way to get rid of the character in a way that would not completely dismiss her role in S2. Annie and Caroline were not that similar, though.
