Or to Jeffries?
this is not the same Las vegas message. It seems like mr c is agonizing about whether the cole gang is going to vegas or not and keeps asking. it is clear to me that he is heading to twin peaks and that he is hoping cole doesn't.
I'm not sure about what to believe. Mr. C sends the message at night and Diane receive the message at night too in a bar. So there's the possibility that they are in touch.
And, I also think he might be sending the message to Chantal and Hutch, since they, supposedly are there to kill Dougie.
I'm starting to like the little inclinations of uncertainty in Bad Cooper. Seems like he's becoming less certain as Dougiecoop gains autonomy. With the fork incident, no matter what happens next, Dougiecoop has proven that he's the braver of the two.
Chantal is reporting in to someone on the phone after giving Mr. Todd a facial. I would assume that was Mr. C. Who else would care or would they be in league with.
he does look uncertain. an indication that he has zero control/influence over the fbi gang. Looks like he has a very well thought plan that can only be compromised by the FBI. He is probably unable to even consider the possibility of Cooper recovering. BTW he also seemed inferior to jeffries, reserved and in a way respectful towards him.

I thought she was calling Hutch. She was affectionate like she is with him and talking about fries. With Mr. C, she is submissive, sexual, and seductive but not affectionate like that.
What makes you say?

Definitely Hutch, methinks
I'm sorry, but Chantal is simply speaking with her husband, Hutch, asking him to order her two orders of a burger and fries, one for there and one to go. Watch it again. It's pretty clear.
In my opinion the "Las Vegas?" text is the same read by Diane in Part 12 and it was a clue to help us figure out the correct chronological development of the story. This would mean that, from a certain point on, we've been watching two storylines (Gordon's and Mr. C's) which seemed parallel but are in fact consequential (Mr.C's first and Gordon's after). To support this I've been looking (with little luck) for time references, which I've listed in the following topic:

I think from the phone call where Mr. C said "is this Phillipp Jefferies" he has been worried about his plan succeeding. So there have been some ups and down in his plan. I think he is worried about Jefferies and the FBI as two separate things that may get in his way. I am wondering if the Vegas bit is to get them to focus time on Vegas and give him a jump on them to TP.

Isn't she talking to Hutch? He's getting food for them.

Yup
