As regards the last ep. of original TP, David Lynch said it was not Cooper possessed.
Cooper was on vacation from his Special Agent work, deciding to get away from it all in Washington state. He wakes up in a motel, realizing "it was all a dream" from original series through new one, because David Lynch is known for his simple cliche stories ( sarcasm for the impaired ).

A good possibility. There's a very good chance that Cooper is not their target if Mr. C knows/believes he is the only person who can kill Coop.
- "Judy" will wind up being the nickname for the experiment/mother thing that is inside Sarah Palmer. The coordinates teapot Jeffries showed DoppleCoop seem to suggest Twin Peaks as the location. Who is there that (both Cooper and Bob) have already met, and that DoppleCoop wants (but, like, totally doesn't need)? Sarah. It will go to her house. Which, sort of oddly, is a Dutch colonial in style.
Interesting theory. I feel like it would make sense for Judy to be The Experiment. Judy might simply be a code name for a particular something that they (Gordon Coles' team) have been investigating. Although... when Jeffries is in Buenos Aires, he asks the desk clerk about a "Ms. Judy". Confusing.
I like Judy as a military code name for the Experiment. That would make a connection to Garland Briggs possible too.

The Return seems to begin with various forces working to get the good Dale out of the lodge, and what we're seeing is the result of that effort. And it's kind of bungled a bit due to evil Cooper's refusal to go back etc.
Time is different in different planes (as we know because Garland Briggs for instance) but that doesn't mean that it disappears altogether. Good Cooper doesn't have to stay in the Black Lodge forever.

There was also a lot of material written up by Lynch/Frost in case there was another season. Lynch was certainly going to return to Judy, and I don't think we'd have her, or Jeffries, in the Return if this was just for a one off trippy scene featuring David Bowie.

I doubt Joan Chen made up all the story of Josie being Judy's sister, so they had some ideas already. But who knows now...Lynch's mind flow can't be predicted.
I think that Mr C has real Coop's body and Dougie Jones has just enough of the removed spirit piece that needs to displace whatever resides in Coop's body right now. (Also, hi. New to the forum but absolutely not new to Twin Peaks 😉 )
Forgive my memory but have we seen anyone recognize Dougie? You'd think Diane would have at least had some inkling if Dougie actually looked like Coop, even if she didn't keep in touch with her sister much. (I think the FBI agents recognized him tho) And when we first see Dougie, he's got a totally different hair cut and is wearing strange clothes. What with SO much hinging on the viewers' perception, I don't see any reason why we might just be shown Dougie as Coop (even in the hit man's photograph) while Dougie is actually just a slightly different looking person.
