I currently believe that Naido might be Judy. Someone in another thread pointed out that the architecture is similar in what we see of Jeffries' room and in the Muave Room. That leads me to believe that there may be a connection between him and Naido somehow, and that he knows the real Dale Cooper was in the Mauve Room together with her... hence his comment about Cooper already having met her. He then gives Doppel-Cooper coordinates to Twin Peaks, where Naido currently is.
I'm down with the Laura is Judy idea. Someone (brilliantly) pointed out the "Vertigo" 'Madeleine turns into Judy' story line which fits here if Judy then turns into Laura (who was identical to cousin Madeleine). So many references to 'Vertigo' in season 1 that it makes sense to come full circle. The parallels between lawmen Dale Cooper and John "Scottie" Ferguson seem to ring true more than ever now that we've glimpsed a darker side of Coop. It didn't end well for Ferguson, let's hope Coop has a softer landing.

I feel like Naido is the strongest contender to be Judy. Even though Cooper has met Judy before, I think it has to be someone introduced for the first time in The Return.
Why is the Phillip Jeffries scene in FWWM? It’s not because there’s a grand plan at that time and it’s not really even supposed to be thought about (as something to be solved) in the fabric of the film. Lynch uses Bowie because the audience will think “oh, it’s David Bowie” his image is ‘sticky’ just like in the CCTV footage, it is like something leaking in. (In a similar way to Monica Bellucci – reality leaking into the fiction). Now, in The Return, Lynch is retroactively trying to create a story for something which at the time did not have a specific meaning or purpose. Judy was supposed to be an enigma, now Lynch is writing Judy with a purpose.
For this reason, I think it would be a shame to make Judy fit into any of the pre-existing characters.
Whatever happens though, the way Lynch revived Jeffries gives me complete confidence in his decision-making! The evolution of Jeffries has actually been my favourite moment in the entire show so far.

I got a huge Mr. C is the real Coop vibe from the last episode. If this is true Dougie-Coop will be the greatest red-herring in television history. What an amazing show. No TV will ever compare.
If dougie is a red herring, a solid five-sided hours of this show was an absolute waste of time.

I don't think Jeffries has been too good at spotting good/evil Cooper. In the Philadelphia offices he seems to think he's pointing at evilCooper - as though he's been jumping through time so much he doesn't know what's supposed to have happened when. In this episode he acts as though he's talking to goodCooper (doesn't he?). It's hard to tell!

Mr. C must have all Cooper's memories up to the point they switch in the Red Room. He knows about Cole, Diane, Jeffries, his own life as Cooper etc.

I don't have many that I believe to be true this is David Lynch and I have been wrong before, but the 1 theory I do have is, that Laura Palmer is coming back in the form of another.. In episode 8 that orb that was sent out with Laura's picture on it, I don't think that it was meant to battle bob, cause honestly all we knew about Bob when that bomb went off is that he was made from what seems like that figure that is all that is bad with the world..
I think that the Laura orb is sent to earth and she will be in someone else.. I just know in my gut that Laura is coming back and it won't be Laura in our eyes it will be someone else.. I don't believe that someone else is Candie.. I know a lot of people think it will be her, but I doubt it.. It may have something to do with Judy, but I think it might be from someone else..
Maybe Becky, maybe someone we haven't met yet..
TBH I don't buy any Mr C is real Coop stuff. But who knows...?:) For me it's quite simple canon- Cooper's doppelganger is on the loose for 25 years, Coop was in the Red Room and just before leaving he was reminded about this fact: Do you remember your doppelganger? In that case who would be this strange man taken as Dougie Jones?
My crazy theory is about Audrey. I think she's not in a coma but she may actually be... dead. Hence the humming sound in Great Northern cause her spirit is wandering around and spying on other prople's lives (Billy, Tina etc). Everybody's acting like she's no longer with them, even this agent Cooper's picture mentioned by Richard seems to point that. Like the grieving parents left their late daughter's room the way it was. I doesn't look like there was some Cooper's picture in the Audrey's house or actually like Richard was visiting.
And just like Log Lady said, in the world of Twin Peaks death is not the end, it's just the change.

Interesting theory. I feel like it would make sense for Judy to be The Experiment. Judy might simply be a code name for a particular something that they (Gordon Coles' team) have been investigating. Although... when Jeffries is in Buenos Aires, he asks the desk clerk about a "Ms. Judy". Confusing.
