Plenty of great theories getting bandied about, but last night I had a dream, which gave me an ill-thought idea of my own...
This is all leading up to Lynch's finale, not just twin peaks. There are just too many references to his previous work to not take notice. Rabbits/Woodsmen/Dark, winding roads/red curtains/dreams..... far too many too mention. Are they "winks" or something more?
Gordon Cole has had a much larger part in the series than most of us could have predicted, and seems to at times even revolve around him. The first clue is the mushroom cloud poster. This draws Cole into a kind of meta role, where we can interpret episode 8 as "the birth of bob", which can take new meaning if viewed as Lynch's own dream.
The next big clue is his bellucci dream. Here we see Cole/Lynch almost tell us straight out that all of what we are seeing are the dreams of Lynch (the dreamer) projecting themselves into a creative outlet. In other words, what we are seeing are Lynch's dreams in a narrative of his design. Perhaps Audrey/betty is a manifestation of a troubled actress Lynch knows in dream form? What if the "dreamer" is David Lynch? Self-indulgent mega-meta genius? Possibly...

What I would say is that this is not just Lynch's series. It is Frost and Lynch. Would Frost allow Lynch to just completely write everything for his own finale? I'm not so certain. The two are in this together.

Yup this. From reading the secret history there's as much Frost as Lynch in Twin Peaks. Something I think people tend to not give credit too.

Yes! I have no doubt that you have hit on the essence of this show. Although I would go further and say that many (most) of the stories and beings that we see are the dreams of many (Tammy saying it's a Tulpa is the real clue). Who is the dreamer? Maybe the tulpa is the the collective thoughts of Lynch and Frost. Maybe the dream within a dream is the dreams of Cooper, Laura Palmer, and others within the dreams of Lynch and Frost.
Total forgetfulness on my part re Frost; and for sure you're right- it's his baby too. And I'm fairly certain that Twin Peaks is real, but there's something odd about Cole's part in all of this, and I have strong feelings that dreams will be more than benign, quirky sideshows and serve a serious and important function. Mike- I like your more all encompassing take...
If not, all the better since the script I'm working on would have v. strong similarities! Maybe I'm just paranoid 😛
