A much earlier theory after EP8 was that the frogmoth girl was Linda because she had odd markings on her knees. As in, the markings on her knees were a precursor to her disability and needing a wheelchair.
That said, she's a veteran so it seems to me like the horrors of war are the more likely reason for her disability.
they never use the word "veteran" on the scene. They are referring to "war". Could be a victim of war (even an old war), not someone who actually fought on the war. Doubt it but just saying.
It does sound like the government is paying for her wheelchair, though. I think she is probably of veteran. I am less sure about her relationship with Mickey, though, unless I am failing to remember something.

mickey was picking up the letters for her, maybe no close relationship. maybe she is not even "the" Linda (there are maybe 8 Billy mentions, could be there are many Lindas too). I keep changing my mind about that mention.

Maybe Janey E is pregnant.
