If it's the same Billy in the book and in The Return, the most shocking thing that Tina told to Charlie can be that Billy, confined in a wheelchair, was seen running and jumping a six foot fence, more than the fact he was bleeding...

And we're sure this is the same Billy? It's of course highly likely that it's the same, but looking for definite confirmation.

In my book - yes.
It mentioned Harry's brother, setting the scene for the series. It discussed the Experiment and Frost has also inferred that things in the book will make more sense when the series came out.
But it's also optional of course - if you're a purest, you can take it or leave it 🙂
And as per Brandy's comment - yes it's been debated / discussed a lot. There's no definite answer so if you see people discussing it in threads and you think it ain't canon, probably best to just ignore the comment 😀
If Billy Hurley is in a wheelchair, I think it's pretty unlikely he's the same Billy who was seen running and jumping over a fence.
On TSHoTP, Lynch has said it's Mark Frost's version of Twin Peaks and for the series the two of them have kept some of the things in the book and changed others.

...unless the Lodges have given him some kind of superpower: the "Drunk" in Twin Peaks jail (identified as Billy by someone) repeats prompted words just like Mr. Jackpots who has returned to our world through an electrical outlet.
