They did make a point of numbering the cells- and we know that 5 out of 10 cells are not yet occupied.

I think it's safe to say Chad noticed him once or twice.
Drunk guy seems ominous to me. The way he's repeating everything similar to Dougie (but slightly more coherent) and spilling out an oily substance. Like he's been manufactured.
Also if Sarah Palmer gets taken down to those cells, methinks Chad's a goner.

It seems likely Mr C and/or Coop will end up in the cells, too.
That's going to be one hell of a scene, assuming Sarah will be there also.
