I assumed that 119 simply had an inverse meaning to 911 -- i.e., no hope and no help coming. Despair...which that house certainly seemed to be drowning in.

Mr. Strawberry was the warden's dog. I don't know why I'm the only person thinking this obvious. Mr. C talked about where dog legs would show up; he had one in his car; and the warden was emotional about the mention of "Mr. Strawberry."
I'm inclined to think she will be revisited, because of the red balloons. Unless, that is, we are supposed to work that bit out for ourselves.
