119 woman is #2 on my list of annoying tp red herrings, #1 being the incomprehensible strawberry thing that got Bad Coop out of the state penitentiary, without which what passes for a plot in this damn series would completely collapse.
I don't think she was a red herring, i think she had a role to play, and it wasn't explained. She was an emergency beacon, planted there by...someone.
She's the living embodiment of the bell, but in a too drugged up to do anything but yell state of mind. Even has the digits backwards.
silly theory but maybe not... 119 is an obscure french phone number to call for assistance when a child is in danger (domestic abuse or otherwise).

I wasn't aware of the 119 significance. Whenever I see that boy I think of Child Protective Services. His mother is a horror and he appears to subsist on cookies. CPS get out there.

119 and son could be connected to Red's drug ring and Sky Ferreira's character. Linking this drug that gives people irritable skin to both Twin Peaks and Las Vegas. Maybe the drug is the gateway to becoming a Woodsman (yeah it's a stretch I know). Either way I no longer they are the Tremonds/Chalfonts.

The drug ring and the effects of these drugs is a big undercurrent in the show. 119 woman reminds me of Steven and Sky and all the "ordinary" people who are approaching the other side through this drug (or these drugs) that is obviously some REALLY bad shit. Those people eventually get chewed up because they aren't equipped in any way to cope.

I honestly just think she's a doppleganger... but for whom? The situation kind of mirrors that of janey e and sonny Jim, but flipped with no Dougie present.
Could this be why Diane quit speaking with Janey E? Does she have a propensity to be like this?
