the red balloon is not a clue about anything. Like Jaques Tati (who Lynch admits to be one of his inspirations), Lynch uses a red element in almost every scene of the series (from a tiny dot to a larger element). Buttons, clothes, nails, lights, doors, chairs, cups, lamps, pens, etc.
There is always a red element. The balloon is nothing more than a simple red element (perhaps used more than once in lack of other red available props. By the way, we have seen more red pens and pencils or chairs than balloons.
RED and its compositional significance is the mystery/interesting to discuss element, not the balloon.

I haven't rewatched the episode this was in yet, so maybe I'm way off, but at the time I thought the off-camera scuffling in the Las Vegas police dept. was 119 woman vs. cops.
119 woman is #2 on my list of annoying tp red herrings, #1 being the incomprehensible strawberry thing that got Bad Coop out of the state penitentiary, without which what passes for a plot in this damn series would completely collapse.
