I think the speculation is more driven by the idea that he was alive for a few months after filming began, and its not inconceivable that scenes were shot and kept secret (secrecy/surprises being hallmarks of both Lynch and Bowie.)
Just saw the confirmation that another actor overdubbed Bowie's voice in the FWWM clip used in P14- which would seem to extinguish all hope for a surprise/secret return of him as Jeffries. Damn.
If Lynch was going to do a new scene with Bowie, he would have been found with (or instead of) Naido. Then he could have reprised his role from The Man Who Fell to Earth.

The confirmation is that he voiced Jeffries instead of Bowie which means probably for phone calls in the show. The scene last night was more likely an alternative take with Lynch trying out what sounded better
