given the security history at the twin peaks hospital (murder of jaques renault, probable rape of audrey), i'd take my chances in a cell at the sheriff's station. maybe that fluffy pink bathrobe lucy girded her up in will protect her!
I was really surprised to see her again at all. Especially on Earth. With 4 eps left it seems unlikely she will learn English in the meantime, so her communications - if any - will likely be mystical in nature. Her having something to do with Coop regaining himself sounds reasonable.
I don't think it is a matter of her not speaking English. In the mauve room, it was possible to partly lip read her. She spoke, in part at least, English. Ivthink the problem is that she is in the wrong place (not physically, but vibrationally). The reason she cautioned Dale away from the plug in her roonvwas that HE was in the wrong place (again, vibrationally, or, if you will, in terms of FREQUENCY. She flipped the switch, sacrificing herself, to put Dale in the correct "place". Where the right woman was waiting, who he could understand.
I suspect that, in her own frequency plane, she can speak and be understood just fine.
Mother is angry with her for helping Dale escape non-existance. You do not want Mother to be angry wtih you. Really, you don't.

Because Andy was told or intuitively knows what to do with her. She is likely in the prison to interact with the drunk monkey man, Sarah Palmer who may be on her way, or some other encounter that will happen at the jail.
Andy is following orders and the others aren't arguing with him.
I hope neither Chad nor the drunk monkey man is a Woodsman in disguise. Once the Woodsmen find out Naido's location, she's doomed, just like Hastings 🙁 🙁
To emphasize history has shown Twin Peaks hospitals are not safe and Twin Peaks Jails are safe. You can put a James in across from a Mike and Bobby who were threatening to kill James and all they do is howl like monkeys....wait.....another scene with a modern remake in the new season....

It's a bit late to introduce such big red herrings. It seems unlikely to me that Naido doesn't get to fulfill her role in the story. Introduced in #3, re-introduced in #14 and killed off in #15 or something..? I doubt so!

What words did you discern from the lip reading?
Anything is possible as far as whether she will speak in a way we'll understand (without subtitles anyway) by ep 18, but my gut tells me it's doubtful.
