David Lynch has hardly said a word about this season. One thing he has said is that Lucy isn't stupid; that she knows what's going on and not to underestimate her.
Not usually my thing to theorize, but here goes (biting the bullet, baby):
Major Briggs' note gives two dates. Today, we saw what transpired on 10/1. Andy was transported into the White Lodge (?) with The Fireman, and, among other visions, saw Lucy.
One of the few shots from the teasers given before The Return began shows Andy carrying a picnic basket. Could this be a set-up to get Lucy to go to the vortex to meet with The Fireman on 10/2? In another thread, someone pointed out that no one remembers anything who sees the portal—Cole, Albert, Diane, Cooper (?), F. Truman, Hawk, and Bobby. The exceptions who remember something very explicitly are Freddy Sykes (green glove guy) and Andy. Could The Fireman have given instructions for Andy to bring Lucy to the White Lodge? Or does Andy have to do something else with Lucy and Naido?
What's going on with Lucy? Honestly, through the first few parts, she was the one character who disappointed me. The whole bit with the cell phone, and the huge vacant stare she always had, made her seem like something was missing from the character. As this has progressed, though, today's Lucy has really grown on me and she finally clicked for me today when she was on the phone with Gordon. Is something bad going to happen to her? And what about the Insurance Agent she intercepted in the very beginning?
Also, Lucy is constantly startled when somebody appears to be in two places at once ~ when they are on the cell phone. Why is she so disturbed by this? There's certainly more to Lucy...

I was thinking about 10/2. There are so many possibilities.
In Andy's visit to the Fireman, he sees many images/visions. He sees the Woodman, in a violently shaky vision, saying "Gotta Light?" Then, he sees the phone with a blinking light followed by a hallway with Lucy being led by him (Andy). Lucy looks perplexed or confused, it's hard to tell because the vision is also violently shaky.
Seems the Woodsman could pay Lucy a visit; and we know how that ends for Receptionists.
My other sense says that Lucy may also hold the key for finding Laura Palmer, although that feels really odd to type now.

(Not calling myself a theorizer of any order...) Possible 10/2 outcomes:
- Lucy becomes a permanent lodge member in some sacrifice/exchange deal
- Fateful woodsman encounter (but for what purpose?)
- Plays a pivotal role in helping bureau agents recover Cooper
- Provides key piece in Twin Peaks narcotics justice case (Red, Richard, et al)
- Hears/interprets information given to her by Naido (listens to the sounds)
Or, none of these or a combination of them. But, your sense that Lynch is sandbagging something about Lucy is intuitive. What I fear is that whatever it is won't be crystallized by all the events leading up to it, and we will be arguing about interpreting all her motives and movements for years to come. I like to think Lynch will make her a complex character after all.
I got the impression with that scene with Lucy that there was something else there. Hence the shaking camera. It also looked like Andy was positioning her in a specific location ... but for what purpose?? Can't wait for next weeks episode. It will be another fast mover I'm sure based on how little time we have left.

I've read theories about that scene being set later because the agent is 'scared', but to me, after rewatching the scene, it simply looked like he was a bit grossed out by how dim she looked to him. All he wanted was to offer his insurance plans, not get into a philosophical discussion with the receptionist... His body language doesn't say anything more than this to me: that he's wondering what kind of a town this is, and he can't wait to just get out of it. Maybe he should be selling shoes rather than contracts.

It can be very complex to portray (and be) a simple woman like her.
Lucy and Andy both are great because they have the appearance and demeanor of simple fools, but they're really more intelligent and calculating than a passing observer will give them credit. In particular, Lucy's spy work has paid off numerous times.
Another thing about Lucy is that in one of her very first scenes she is talking on The phone with the sheriff, addressing that she always finds the lights on in the early morning coming to the office, despite remembering to have them turned off. And in another scene she speaks about time with Andy saying she ft like time went on strangely when a clock stopped, or something like that.
So Electricity and time...
I have not watched it a second time yet, but on first watch I got the impression she was being comforted to the front and is going to see both coopers to help them decide which one is the good cooper. Andy was shown this so he would know what to do to solve the dilemma.

I know that there are 2 dates but with them already going on the first date is there a reason to go back on the 2nd??
