They actually filmed the scean in Paris and Kyle MacLachlan was actually there.
The reflection of the building matches the exact spot if you look on Google Streetview.

I'm not seeing it.

Plus, TV shows and movies often send a secondary crew to film establishing or background shots, and then later on will superimpose actors in front of them.

Yes, Kyle MacLachlan could have gone to Paris to film that scene, but nothing in that photo really shows that.

Lynch has a huge French following, the show is part French funded and Monica Bellucci lives in Paris so I'd say it probably was filmed there even one one off day shoot.

In the closing credits, we see the TP benefitted from a grant from the French government for filming there. They were there.
