All those random character we heard so far are involve with missing people/ drugs/ mental problems....

Barney is the manager in Ruth Davenport building. He is in a hospital -not a regular one-. Chip is his brother. He dosn't have a phone (uncomunicated?)
-Hank Fillmore (doesn't look very sane) is the maintenance guy in that building. He knows Chip. Hank is on some dark bussiness, he is worried about the police. Hank got/stole something important in that building. Harvey was a partner in crime with Hank, but not in this one... this is for Hank and Chip.

They are married. They have a contract. Audrey sends some papers to Charlie to sign but he refuses (divorce?).She threats him with Paul (the same who is in the North Pole?) . She is fucking Billy, who is missing. She had a dream of Billy bleeding ... Audrey doesn't feel herself ...
Cuck told Audrey about Tina being the last person to see Billy ...

The site belongs to the Renault family for more than 50 years. The Renault's kicked out Ben Horne from "One Eyes Jack's" (Casino and prostitutes). I wouldn't be surprised if they used the Roadhouse to "move" drugs ...

Renee said "everybody loves Steven" (Becky's boyfriend. he takes a lot of drugs)
We saw Red in there ...
Ep5) Richard and Chad
Richard gives Chad a lot of money ... it's a bribery, to look away and do his business (Thats why Bobby didn't see the drugs comming. Chad is helping the drug dealers)
We saw Richard buying drugs from Ray..Richard has to get the rest from Mary Ann..
Ep9) Charlotte and Ella
Ella is taking drugs and has a "Cronemberg" rush
Charlotte say "that Zebra is out"
I started to think Zebra was not a "character", but some kind of code name ... I searched on the internet and found this ..
ZEBRA: An obscure illness, disease or condition affecting a comparatively small number of people, but with symptoms somewhat similar to one or more different and more common illnesses.
(Sounds like the zombies or the drunk in the cell)
I would not be surprised if that rush was related to "the Zebra"
Then she asks "Have you seen that Penguin?" And his friend answers "Yes"
"Penguin": can refer to the way someone dresses ... what I remember is Red (black jacket and white shirt).
Ep12) Abbie and Natalie ... then Trick.
They don't know where Angela is. She is dating Clark -a couple of weeks ago- ... and Clark was seen with Mary .... Angela and Natalie hate Mary
Angela mental health seems to have been affected after having lost her mother in "that way" ... and also has left her medication. may not be able to tolerate it if she finds out. She has dreams of Clark.
Then appears Trick who was in house arrest and now is free (Zebra is out?) And almost is hit by a car - his right hand shakes -
Summary ... Angela is missing. It seems that Clarck is f@cking everything that moves, maybe infecting with the "Zebra". Is Mary the same Mary who works with Red? Angela seems to have mental problems ...
Ep14) Sophie and Megan (Tina's daughter)
Sophie warns Megan "stay away from that Nuthouse". Megan is taking drugs too. She saw Billy bleeding and doesn't remember if her uncle was there at that moment... (she says this twice)

I think that those scenes are like a panoramic view of the city of Twin Peaks... they seem to not have a connection with each other, but if we see al togheter we get a bigger picture of what is going on in the town...
What will be the connection with the main story? ... or will only be sides-storys?

wow. That was some work. I thought about trying something like this, but found it overwhelming.
I can't answer too much of this. It has crossed my mind that there is some kind of group home in the area and many of these players are residents. When Charlie said to Audrey "i want to find Billy, too," i wondered if Billy was another patient. They all seem like sick people to me so maybe they are all connected by some kind of psychosis.
I had forgotten all those random characters in Buckhorn.
Don't forget the woman who lived next door to Ruth and called the police. She wasn't all there either.
I think the likely answer is, "No, they are not connected."
IMO, your premise that they are vignettes that collectively tell us something about the state of the world in Twin Peaks but nothing we can clearly relate to the other narrative arcs is.. .... spot on!

Perhaps Audrey is the dreamer for many of these characters. I wasn't convinced that Megan was telling the truth about her mother's name.
Thought 1) Given references to a "nut house" and "nut place" in Ep. 14, maybe Audrey really is in a psych hospital--or had been there (one named Ghostwoid?). Maybe other characters had had stats there too.
2) Maybe the young folks at the Roadhouse will break out in a fight soon like in the S. 1 pilot.
3) Zebra! Gum!! Zig zag! White horse. I wanna see that white horse grow zebra stripes, but I don't know why.
None of my thoughts answer the OP or cover all the characters. These are just random thoughts I've had peripherally connected to the subjects.

Audrey has some dissociative identity disorder and all those characters in the Roadhouse , and even Charlie are her different personalities. This as the result of MrC "visit" at the hospital....
I started to think this because of the conversation in ep12 (when we saw Audrey for the first time this season) and is almost a copy of the conversation between Audrey and Charlie....
Angela is seing Clark, but Clark is also seeing Mary. Angela hates Mary.... and Angela had dreams about Clarck
Audrey is married with Charlie, but Audrey is also seeing Billy. Audrey hates Tina... and Audrey had dreams about Billy
Tina is married with Chuck, but Tina is also seeing Billy....
(Chuck is a nickname for Charles=Charlie)
So... Tina = Audrey...
Chloe and Ella mention Black and white animals -duality- Zebra and Penguin
Megan is Tina's/Audrey's daughter... She stole Paula's jacket... Is Audrey red Jacket...
"stay away of that nuthouse"... "I don't go there, I'm flyng in my own room". She can't make it at the Roadhouse as herself...
we are just watching her personalities... those characters are always in the same sits.... so maybe Audrey is every night at the Roadhouse alone in the same sit... but not as herself...
Charlie is her fear/super-ego/"that little voice"/conscience... all he does is keeping Audrey -in that place who seems out of time- from going to the Roadhouse as herself so he creates the doubt and keep her in the prison...
and about the prision... Trick was under "House arrest", like Audrey in her mind. Angela is "over the edge", she dosn't take her medicines...
"I feel like I'm somewhere else and like I'm somebody else... I'm not sure who I am, but I'm not me... Who am I supposed to trust but myself? And I don't even know who I am! ...I want to stay and I want to go. I want to do both. What about you, Charlie? Which one would you be?"
And NOW sounds more like Mullholand Drive... remember that the initial idea for that series (then movie) started as an spin-off for Audrey...

My cynical self doesn't see Frost&Lynch going there, but I like it.

I was rewatching episode 1.... and Marjorie said... "he is a funny one, that Barney, is in a hospital not a regular hospital"... and then said "when Barney is out of tow, he left the keys with his brother (Chip)"
.....so... it seems that is usual for Barney to go to the "hospital" and is out of town... maybe Twin Peaks...
