Maybe he's slowly turning in to a woodsman minion. Maybe the woodsmen are former dobblegangers that have lost their free will/spirit. He's in a hurry to stop that development (seeking Mother for a promotion) and not lose his ability to roam as he likes/keep his spirit.

I think what he wants is not a thing or a person. It's an event. Death descending on earth/TP. The black circle means death in native symbolism and the two horns resembles the twin peaks. Death (in the form of mother) descends between these. He wants Armageddon.

Since he is the "shadow self" of Good Cooper, it stands to reason that whatever he wants or needs is in some way opposite to what Special Agent Dale Cooper wants and needs. So if Good Coop wants to solve problems (murders, mysteries), to bring about justice, balance and order, to save people... Mr C must want chaos, imbalance, injustice, to bring about the downfall of people in the real world. A bit abstract, I know.

Like Martin Diaz was saying, I think the poker card symbol represents a portal between the twin mountains. It's round, like the portal Cole saw, flanked by peaks. But this specific portal is the direct one to take him to the Experiment, or wherever it is he wants to go (maybe the White Lodge).
