Mr C., might be lacking one important thing that he desperately needs if he wants to live for ever like the other Black Lodge occupants seem to do.
He needs a soul, a spirit.
That's why he needs to find Mother. To ask her for a soul/spirit. Just like the Tin Man in the Wizard of Oz.
Being a doppleganger just doesn't cut it.

I think he has one, or whatever passes for one with the Lodge gang. What he needs is for the real Cooper to die, just as Cooper needs Mr C to die, as stated by Mike, when he was telling Coop to wake up.
He did specifically say to Darya in episode 2 «This is what I want» and showed her the card.
Of course he wants Cooper dead or else he goes back to the Black lodge in «non-existence» I imagine.
I think there is something missing in Mr C compared for example, Bob or The Arm. It's like he is dead inside. No life...

If some Lodge inhabitants can take a soul (think BOB/Windom), then surely he doesn't need mother for this. Interesting thought, but no, I think mullet-man has another agenda.
All we know about Mother (experiment?) is that she can kill and she can create some corrupted form of life. Mr. C already does a lot of killing so it must have something to do with what or how she creates. Ray also mentioned that seeing Bob inside of him "might be the key to all of this." Or something like that. She created Bob, maybe she could do something like that again? I don't know what he would get out of that, personally. Just riding this train of thought out...
I think what he wants is not a thing or a person. It's an event. Death descending on earth/TP. The black circle means death in native symbolism and the two horns resembles the twin peaks. Death (in the form of mother) descends between these. He wants Armageddon.

I noticed in the arm wresting scene that Mr. C's hand was dirty with oil, similar to the dirty men with beards. What do you suppose that means?

That he's not too concerned with personal hygiene. Take a look at scenes in earlier episodes. He's dirty, greasy and generally unkempt. Even his hair doesn't move about much, which suggests it's very dirty.
Coop, OTOH, is clean cut and meticulous.
