So the man using urinal in/near Szymon's coffee shop in Las Vegas when Tony Sinclair dumped the poisoned coffee was played by Mike Malone.  He's the same actor who played an FBI agent working with Chester Desmond on the arrest of two prostitutes and a bus driver in Fire Walk With Me.  I know this is a stretch, but I wonder if these could be the same character, and that this might indicate that "Dougie" is already under FBI surveillance.

Real life answer is if I remember from a fwwm doc. He is played by a guy in the props department so he was just thrown into the background of that movie.

Lynch probably just threw him in again.

I have a hard time believing the FBI would keep their distance from Dougie or Cooper or whoever the agency would think he is.

That's probably right.  Like a said, it's a stretch.  Although the Blue Rose Taskforce was only recently tipped off to a Las Vegas connection via the Bad Coop text to Diane, so maybe the FBI had only just arrived and located Dougie.

That brief scene is the funniest TP has ever been.  I had to pause it until I could calm down. The fact that they placed it smack in the middle of an emotionally overwrought sequence perfectly exemplifies the old adage, "A joke in the funeral parlor conquers by surprise."

Evidence presented still tilts towards those texts not being from Bad Coop.  In addition to the inconsistencies between case and punctuation in the "dinner table conversation" text, Bad Coop asks for cellphones at the Renzo/Richard Montana compound, implying that he hasn't had once since he left Hutch & Chantal.

This is a very sharp remark and it's definitely something to keep in mind, even though I wouldn't consider it definitive because we cannot be completely sure whether the timelines of these two different arcs are perfectly lined up and the events have been shown in a chronological order.

Man in the Urinal isn't Mike Malone, it's MALONE. You wonder what it means? I WON'T TELL YOU WHAT IT MEANS.

Credited as "Malone" in Part 13 - but the guy's IMDB entry and his Twitter feed suggest it's the same actor.  I was wondering if the credit as "Malone" was meant to indicate that we should NOT link this character to the FBI agent in FWWM.

I thought that in Part 9, we saw Bad Coop send a text reading "around the dinner table the conversation is lively" and later we see Diane receiving the same one.  Sure, there are other possible explanations, but that seems pretty strong evidence Bad coop is texting Diane.  And just because he asks for cell phones from the folks at "The Farm" in Montana, doesn't mean he doesn't already have one or more phones.  We've previously seen that he likes to change phones regularly.
