Er, yes. Mr. C knows about Cooper/Dougie in Las Vegas. Remember? There've been scenes establishing this, most recently in episode 9, when Bad Coop contacted his man in Vegas, the same man (whose name escapes me at the moment) who had Tom Sizemore's character go to the Mitchum brothers and try and stitch-up Dougie/Coop. The same man who hired Ike the Spike. Etc., etc.
Yes, Bad Coop is well aware of what's going on in Vegas.
I mean, do you think he know about the fact that good Cooper is out and is helped by the lodge spirits? Does he know that Dougie/good Cooper took down Ike the Spike and that the local Police will check the fingerprints? Why else would he be asking Diane if Cordon & Co has asked about Las Vegas? The only reason why Gordon would ask Diane about Las Vegas is if there had been a fingerprint match of Cooper there. But it hasn't. Yet.
I get the impression that Mr. C is running a vast criminal network. It's always possible that one of his informants (maybe someone we've seen before? I don't know) could have told him about how Dougie Jones hadn't disappeared and was acting weirdly and Mr. C connected the dots.
If Bad Cooper manufactured Dougie to be the host for Good Cooper and he knows that Good Cooper left the Lodge and now resides in Dougie, that would explain why Bad Cooper is sanctioning the assassination attempts on Dougie to exterminate Good Cooper.

Cooper doesn't "reside in" Dougie; Dougie is gone. Cooper is Cooper, simple as that - he came back into our world in exchange for Dougie. The two completely switched places, not just souls or whatever.
It's pretty obvious he knows Coop is there, since he's likely the one responsible for it. He's also hiring hitmen to kill him and why would he kill Dougie if Coop hadn't left the Lodge? I don't think he knows every detail, though: Ike was just one of the hitmen hired by Duncan Todd on behalf of Mr. C, he might not know who he's hiring and what exactly happened (in fact he asks Duncan Todd if he has killed Dougie). I don't think he knows about the mug, unless Bushnell Mullins is right that there might be a conspiracy involving criminal rivals of the Mitchum brothers (maybe Duncan Todd) and someone in the police (not necessarily the Fuscos) who might leak out information, but it seems a little bit tortured and we don't have enough evidence yet.
And by the way, I still wouldn't rule out the idea that it's not Mr. C that Diane is texting.
Also, imho if there's a question we should be asking about that text is not if Mr. C knows, but if Albert and Cole do, as it seems to be implied in that message.
The scene in the hotel between Gordon and Albert has been harshly criticized, and I think people are overlooking the value of that empty space. These aren't blank stares, and gaps in the dialogue aren't simply just director style. Think about it. They've been keeping Diane close to watch her activity, and this is the first time they've come across a major clue that will point them in the direction of Cooper. Is Diane good or bad? I don't know, and I don't think that's the important matter either. They're finding out information. Now that they know about Las Vegas, they can put Tammy on the task of reviewing recent news coming from there, and guess who's face is all over it!
Yes the scene was strange, aggravating, and drawn out. They've got the time to do that though. And I fully admit I laughed at how absurdly long it was taking for things to happen. Imagine working every day on this team. That's probably a very good taste of what it's like.
